In pandemic, they have big chances to steal the money without having caught if not audited properly, by overpricing and illegal procurement of substandard materials and also skipping bidding to make the transaction faster. Dealing with unregistered company or being blacklisted, that's what corrupt politicians do. That's what the Duterte administration is doing right now.
